Javascript/CSS For Content Management System

Hello,

I have a friend who is a writer and has handled web content management using a CMS in previous jobs. He is considering a new job and is finding that many want not only CMS experience but some Javascript and CSS knowledge to complement that. Does anyone have any input on what javascript/css is most valuable for a writer that handles some web content management responsibilities? Is anyone aware of any sites that cater to learning javascript/css to become a more advanced CMS user?

Why Javasript? CSS is Ok but in CMS not without risks. PHP would be better. An advanced CMS User only needs to know all funktions of the CMS.
